The 2018 International Building Code, Section 423 requires Group E occupancies with an occupant load of 50 or more to have a storm shelter in accordance with ICC 500. If you are a design professional with Group E occupancy projects in areas where the shelter design wind speed for tornados is 250 mph, it is vitally important to be aware of these design requirements. The presentation covers design criteria per ICC 500 (ICC/NSSA Standard for the Design and Construction of Storm Shelters) and FEMA P-361 (Safe Rooms for Tornadoes and Hurricanes) with pros and cons of using different structural material systems.

Brian Orr, PE is a Partner and Vice-President of Toth and Associates in Springfield, MO. He oversees the Structural Engineering Division of Toth. Mr. Orr received his bachelor and master’s degrees in civil engineering from Oklahoma State University. He has been designing Tornado Safe Rooms for over 20 years. He is a steering committee member for FEMA 361 and 320 and been involved with the updates to ICC 500. He is also responsible for the designs of the safe room options in FEMA 320. Mr. Orr has designed well over 200 FEMA Tornado Safe Rooms and while at Toth and Associates, he has donated grant writing services to help clients receive over $200 Million in FEMA grants to construct safe rooms that have protected over 200,000 occupants.
