Discussed in this report are heretofore unexplored aspects of the multi-period, soil-modified design spectra introduced in ASCE 7-22, the results of which may be more buildings of limited ductility on soft soil in the Central and Eastern United States. The report ends with a solution that has recently been worked out, which would result in limited changes to Seismic Design Category assignment but make these buildings of limited ductility stronger, thereby making collapse in the maximum considered earthquake of ASCE 7-22 less likely.

The report also includes a Supplement by Robert Pekelnicky, Senior Principal and Director of Technical Advancement at Degenkolb Engineers. This Supplement provides additional background and context on the changes in seismic design spectra between ASCE 7-16 and ASCE 7-22 and addresses the issue raised in this report regarding seismic hazard for soft soils in the Central and Eastern United States.
